What tools do I need to install it?

No special tools are required. A set of standard RC hex drivers and a small pliers are usually enough to remove and refit the anti-roll bar and swap in the XRAY 322440 collar.

Does it affect roll stiffness or just remove play?

The primary effect is eliminating play in the mounting area for crisper response; it does not change the wire diameter or inherent spring rate, though handling will feel more consistent.
