Will this fit other Tamiya hubs?

This adaptor is designed for the TT01 hub pattern; some other Tamiya parts with the same shaft diameter may fit, but check measurements before fitting.

What tools do I need to fit the adaptor?

A set of small hex keys is sufficient for installation, plus a basic driver for the cap screws. A light threadlocker can be used if you run on rough surfaces.
