Can these tires be used on carpet or painted indoor layouts?

They will work on smooth carpet or painted surfaces, but the anti-stick behavior is most noticeable on urethane and handling may feel different on other surfaces.

Are these intended for rear wheel use as well?

These slicks are specified for front wheel use to sharpen turn-in and steering feel; fitting them to the rear will change balance and is not generally recommended for racing.

Do I need special tools to mount the tires?

No special tooling is required beyond normal MINI-Z tyre mounting practice; ensure rims are clean and use standard fitting methods to get a secure seat.
