Yes. The bands apply even pressure around the bead whether you use foam inserts or closed cell supports, helping glue seat correctly without deforming the insert.
After applying glue and fitting the tyre on the rim, slide the band down so it presses the bead evenly into the glue channel, then let the assembly cure undisturbed until the adhesive sets.
With careful use they can be reused several times, but inspect for cuts or permanent stretching and replace when the fit becomes loose.
